Lấy report task PENDING tiếp theo

/api/report-tasks/pending

Lấy một report task có status PENDING với priority cao nhất và scheduledFor sớm nhất. Worker gọi endpoint này để lấy task tiếp theo cần thực thi. Sau khi lấy, task được chuyển sang IN_PROGRESS.
